About this opportunity

Cumberland County Department of Social Services in North Carolina is soliciting proposals for armed security officer services at two county-owned facilities under RFP #27-22-DSS, with written questions due November 16, 2026 at 4:00 p.m. EST and proposals due December 14, 2026 at 4:00 p.m. EST. The solicitation specifies no set-asides or preference programs. Eligibility turns on proof of a North Carolina armed and unarmed security license and a minimum of five years of industry experience.

The scope covers three armed guards and one supervisor at the Department of Social Services main location at 1225 Ramsey Street, Fayetteville, and one armed guard at the Cumberland County Family Resource Center at 103 Laketree Boulevard, Spring Lake. Duties include premises patrolling, surveillance equipment monitoring, metal detector oversight at customer entrances, incident reporting, emergency response, and vehicle escorts. Each guard works 40 hours weekly with overtime availability, follows the Cumberland County Holiday Schedule (Attachment I), and remains available for disaster relief operations. Vendors must provide all-inclusive costs for security wands and one marked security vehicle for the Ramsey Street location.

Pricing requires hourly rates for regular, holiday, and overtime work, excluding sales tax, on the provided cost attachment. The initial term is one year from award, with the County holding the option to renew for up to two additional one-year terms. The County may terminate without cause on 30 days' written notice or for default after a 30-day cure period. The contract incorporates FEMA clauses, E-Verify compliance, Davis-Bacon Act prevailing wage requirements, and equal employment opportunity provisions, and governs under North Carolina law. Contractors must retain records for five years after completion.

Proposals are scored on experience and qualifications (30 points), cost of services (25 points), project organization and management plan (20 points), procedures and reporting (10 points), and references (15 points), with award based on best overall value.
