About this opportunity

Forsyth County, Georgia Department of Water and Sewer is requesting proposals for comprehensive sanitary sewer flow monitoring services across the County's collection system under RFP 27-19-3320, with proposals due October 15, 2026 at 2:00 p.m. (EST) and firm names read aloud at 2:30 p.m. the same day. The contract runs January 1, 2027 through December 31, 2031 with no renewal options.

The scope covers installation, removal, operation, and maintenance of flow monitoring equipment; data collection and quality control; hosted web-based data management with alarming and notification; and engineering analysis across approximately 640 miles of gravity sewer main and 19,400 manholes. The five-year program includes managing 22 to 24 long-term flow meter sites, 8 rain gauge sites, redundant depth measurements at 16 sites, short-term monitoring services ranging from 12 to 84 monitor-months annually, and 2 flume monitoring sites by Year 3. The County currently operates Telog RU-35 data loggers paired with FloWav PSA-A/V and Beluga area-velocity sensors, FloWav StingRay ultrasonic sensors, and Telog RG-32A loggers with Texas Electronics TR-525I rain gauges; the selected contractor assumes operation of these existing County-owned assets and transitions historical data to the contractor's platform.

Pricing is submitted on a unit-price basis using a County-provided Cost Proposal workbook for all five contract years; a 3 percent markup applies to equipment procured under cash allowance items. County-directed contingency work is negotiated task-by-task and requires pre-approval; unused allowance amounts are not payable. Cost proposal represents 40 of 60 available technical points; project approach, key staff experience, and firm experience each represent 20 points. Proposals must achieve a minimum score of 42 technical points to advance. Cover letter and required forms are evaluated on a pass/fail basis and are mandatory. Questions are due October 6, 2026 at 12:00 p.m. (EST). Proposals must be submitted digitally through the EUNA Procurement portal.
