About this opportunity
Henry County, Georgia is soliciting proposals for employee benefit consulting and broker services under RFP #27-05, with proposals due August 26, 2026 at 3:00 p.m. local time. All brokers must provide proof of Errors and Omissions coverage and Professional Liability insurance with a $1,000,000 limit prior to award.
The scope encompasses comprehensive consulting services covering medical, pharmacy, stop loss, dental, vision, life, disability, wellness, and voluntary benefits. Deliverables include multi-year healthcare strategy development, advanced analytics and reporting, clinical and population health consulting, pharmacy consulting, and ancillary benefits strategy. The County seeks demonstrated expertise serving large public sector governmental entities with complex self-funded health and welfare programs, sophisticated data analytics capabilities, clinical consulting expertise, and proactive healthcare cost management and employee engagement approaches.
Contract term shall be determined after review of the Time Line Schedules submitted by the successful consultant, with potential renewals possible. Pricing shall be submitted as a separate sealed cost proposal using a provided schedule of commission percentages by benefit line item.
Evaluation is structured across nine technical categories—public sector expertise, strategic consulting capabilities, analytics and reporting, clinical expertise, pharmacy consulting, ancillary benefits expertise, service team structure, communication support, and innovation—with 100 maximum points allocated. Cost proposals receive up to 5 additional points, and oral presentations may earn up to 15 bonus points. The County reserves the right to negotiate fees with the highest-ranked proposer and to select the most qualified firm rather than the lowest cost proposer.
Proposals must include an executive summary, qualifications, experience, references from at least three similar public sector clients, understanding and approach, and required county documents including completed W-9 forms, non-collusion and drug-free workplace affidavits, and Georgia Security and Immigration Compliance Act attestations. Proposals are submitted via mail, common carrier, in person, or through the County's eProcurement Portal; email and fax submissions will not be accepted. The deadline for clarification requests is August 12, 2026 at 3:00 p.m., with the first addendum posting deadline August 19, 2026 at 3:00 p.m.
