About this opportunity
The City of Albany Procurement Division is requesting sealed proposals for the acquisition and redevelopment of 138 Pine Avenue in downtown Albany, Georgia, under RFP #27-008, with proposals due August 21, 2026. The city encourages Small Business participation but does not restrict or set aside the opportunity.
The property, currently owned by the Downtown Development Authority, comprises approximately 11,592 square feet of building area on a 0.15-acre lot zoned C-2. The selected developer must purchase the property, secure financing, complete redevelopment, and place it into productive use that complements ongoing downtown revitalization efforts. Respondents must submit one original and six copies of their proposal in three volumes: Development and Technical Proposal (not exceeding 40 pages), Acquisition and Financial Proposal, and Disclosures and Required Forms. Proposals must include a firm acquisition offer with purchase price, earnest money deposit, due diligence period, and closing date; comprehensive sources and uses statement; evidence of financial capacity; identification of all requested public assistance; and project schedule with defined milestones.
Evaluation is weighted across seven criteria: Development Concept and Downtown Revitalization Contribution (25 points), Financial Capacity and Project Feasibility (20 points), Experience and Team Qualifications (15 points), Acquisition Proposal and Transaction Terms (15 points), Schedule and Readiness (10 points), Economic and Community Impact (10 points), and Fee Proposal (5 points). The selection will not be based solely on purchase price but on overall value and feasibility.
The selected developer is responsible for all due diligence, financing, design, permitting, construction, and long-term operation. No incentives, funding, tax credits, or public contributions are guaranteed. A pre-proposal conference is scheduled for July 28, 2026, at 10:00 a.m. (in-person and via Zoom). Written questions are due August 11, 2026. Proposals are due August 21, 2026, at 5:00 p.m. at 222 Pine Avenue, Suite 260, Albany, Georgia 31701.
