About this opportunity
Gwinnett County Public Schools (GCPS), the largest school system in Georgia serving over 140 schools and 182,000 students, is issuing a Request for Proposals (RFP-2606BM) for comprehensive internet services to be delivered through the Euna Procurement portal. The procurement seeks a single qualified supplier to provide scalable, high-capacity internet service linking all district schools and administrative offices to high-speed connections with initial provisioning at 20 Gbps with scalability up to 100 Gbps, delivered to two district data centers (Instructional Support Center in Suwanee and Lawrenceville West) and including co-location services at Digital Reality in Atlanta. The vendor must provide a 99.9% monthly uptime Service Level Agreement, maintain a 24/7/365 Network Operations Center with toll-free support, deliver managed cutover services from the district's existing infrastructure, and demonstrate experience with similar-sized K-12 organizations through three references from their largest clients. The evaluation criteria are weighted as follows: Technical Solution (25 points), Vendor Qualifications (20 points), Project & Account Management (10 points), References (5 points), Proposal Merit (10 points), and Cost (30 points). Proposals must be submitted digitally by February 20, 2026 at 10:00 AM EST, with questions due by February 6, 2026, and all locations must have service installed by June 30, 2026 with service commencement on July 1, 2026.
The contract will be awarded for an initial five-year term from July 1, 2026 through June 30, 2031, with three optional one-year renewal periods available for a maximum eight-year total term, subject to Gwinnett County Board of Education approval. GCPS requires respondents to submit their best pricing at solicitation with pricing remaining firm throughout the initial contract term; price adjustments may be requested only for documented cost escalations due to economic factors, marketplace conditions, acts of God, or tariffs, and suppliers must provide written notice within ten days with detailed substantiation. The procurement document does not identify any set-aside designations, disadvantaged enterprise requirements, incumbent vendors, or specific budget ranges; however, purchases under this contract are contingent upon e-Rate approval, and GCPS reserves the right to award to one or more responsive and responsible proposers, reject any or all bids, or waive technicalities. Vendors must demonstrate qualifications, experience, and the technical capability to manage a mission-critical infrastructure integration with the district's existing internet systems while meeting stringent performance and service level requirements.
