About this opportunity
The Virginia Commercial Space Flight Authority (VCSFA) has issued Request for Proposal (RFP) 26.130300-002-017 for comprehensive logistics and processing space design-build renovations and building stabilization located in Mappsville, Accomack County. The procurement encompasses three distinct scopes of work: first, converting 12,000 square feet of existing warehouse receiving and freezer space into logistics warehouse and offices using a design-build approach; second, transforming 28,000 square feet of warehouse space into launch vehicle processing space with a 1,000 square foot clean room capability, including design for an additional 26,000 square feet of future launch vehicle processing areas, integration spaces, clean rooms, and offices (designated as Phase IIa); and third, implementing a bid-build approach to stabilize and seal the exterior facade and roof of the entire 150,000 square foot facility. The proposal was posted on December 17, 2025, with responses due by January 23, 2026. The project requires comprehensive renovation capabilities supporting advanced logistics operations, aerospace launch vehicle processing, and clean room activities. Successful respondents must demonstrate extensive design-build expertise, technical understanding of aerospace facility requirements, and the ability to execute complex renovation and infrastructure stabilization projects.
While specific set-aside designations are not explicitly outlined in the procurement documentation, the complexity of the project suggests a high level of technical and engineering qualifications will be necessary. The project's substantial scope and specialized nature indicate that prime contractors will likely need significant experience in aerospace facility renovation, advanced manufacturing infrastructure development, and complex design-build implementations. The total project scope suggests a potential award value ranging between $5-10 million, depending on final design specifications and renovation complexity. No incumbent vendors are specifically mentioned, though the project appears to be an internal VCSFA infrastructure enhancement initiative. The facility's location in Accomack County and the focus on commercial space flight infrastructure suggests this procurement is part of broader regional economic development and technological infrastructure expansion efforts. Potential respondents should carefully review the detailed Statement of Needs, which provides comprehensive operational, environmental, and infrastructure requirements for the renovation project.
