About this opportunity

Forsyth County, Georgia is requesting proposals for Transportation Engineering and Design Services on an as-needed Master Agreement basis, with proposals due October 29, 2026 at 2:00 p.m. EST through the EUNA Procurement portal. Prime Consultants must be currently prequalified by the Georgia Department of Transportation in Area Classes 3.02 (Two-Lane or Multi-Lane Urban Roadway Design) and 3.13 (Facilities for Bicycles and Pedestrians), with additional Area Classes satisfied by the prime consultant and/or approved subconsultants — this prequalification is a hard eligibility gate.

The County intends to establish Master Agreements with multiple qualified firms to provide professional engineering, planning, design, environmental, surveying, traffic engineering, utility coordination, and public involvement services for transportation capital improvement projects. Scope includes roadway improvements, intersection enhancements, roundabouts, sidewalks, multi-use trails, bridges, culverts, traffic signal installations, and drainage improvements. Compensation for individual task orders will be negotiated separately on an hourly not-to-exceed, lump sum, unit-rate, or other approved basis, with established billing rates serving as maximums. Proposers must submit a detailed Fee Schedule identifying hourly rates for personnel classifications and SUE unit rates.

Master Agreements will run through December 31, 2031, subject to annual appropriation. Award does not guarantee minimum expenditure, minimum revenue, or any particular share of work. Technical proposals are limited to twenty pages and evaluated on firm qualifications and transportation experience (30 points), Project Manager and key discipline leads (20 points), technical approach and task order delivery (25 points), capacity and responsiveness (15 points), and past performance and references (10 points). Questions are due October 22, 2026 at 12:00 p.m. EST. All proposals must remain valid for at least 180 days from the due date.
