About this opportunity

The City of Hampton, Virginia, issued RFP 26-38TM on April 8, 2026, seeking qualified offerors to provide recycling processing and marketing services for single-stream co-mingled recyclable materials collected from approximately 41,000 households, totaling approximately 7,500 tons annually. Proposals must be submitted by April 30, 2026, at 11:00 AM EST via sealed proposal or electronically through DemandStar, with evaluation criteria weighted as follows: location of material processing facility (30 percent), capability and skills (25 percent), services to be provided (20 percent), costs (20 percent), and minority/woman-owned business participation (5 percent). Selected offerors must maintain processing facilities located no farther than 5 miles outside Hampton City limits, with facilities available to receive recyclables Monday through Friday from 7:00 AM to 5:00 PM and Saturdays with 24-hour notice. Proposals must be organized into seven tabs addressing scope of work, past project experience and references, capability and skills, project schedule and timeline, project fee structure and cost estimate, exceptions and alternatives, and small/minority/woman-owned business participation. The contract will be awarded for an initial one-year term with four optional one-year renewal periods, automatically renewing unless written notice is provided 30 days prior to expiration. Insurance requirements include commercial general liability of $1,000,000 per occurrence and $2,000,000 aggregate, business automobile liability of $1,000,000, and umbrella/excess liability of $2,000,000. Contractors must provide daily weight tickets or electronic database access for accountability and describe how and where collected recyclables will be processed.

The City has established subcontracting goals for certified Small, Women, and Minority-owned businesses (SWAM) of 4.34 percent for Minority Business Enterprise (MBE) and 3.82 percent for Women Business Enterprise (WBE) participation, which are reflected in the evaluation criteria. The procurement is subject to competitive negotiation procedures under Virginia Code 2.2-4302.2, and the City reserves the right to select two or more qualified offerors for oral presentations and negotiations. No pre-proposal conference has been scheduled. The RFP is subject to federal compliance requirements including suspension and debarment certifications, Davis-Bacon Act provisions if applicable, and environmental protection standards for specified federal funding sources. Pricing proposals are subject to negotiation, with final pricing established as firm fixed-price for the contract term and any extensions. While no specific award value or budget range is disclosed in the RFP documentation, the contract covers disposal and processing services for approximately 7,500 tons of recyclable materials annually over a potential five-year period including renewals.
