About this opportunity

The Commonwealth of Kentucky Finance and Administration Cabinet Division of Engineering and Contract Administration is requesting proposals for the Kentucky Abandoned Storage Tank and Orphan Well Reclamation Program (KASTOW) to plug and remediate orphan wells in Lewis and Rowan Counties under RFP-26-27, with proposals due July 31, 2026 at 3:00 PM Eastern Time.

The scope includes well plugging operations, site reclamation, remediation activities, equipment mobilization, cement batch plant operations, TENORM and gas detection measures, and spillage prevention. An addendum issued July 14, 2026 specifies that project completion shall occur within 180 calendar days from contract initiation; the RFP separately establishes substantial completion within 365 calendar days from the award date and final completion within one additional year thereafter. Contractors must provide a full-time qualified superintendent and Project Manager subject to Owner approval, submit a detailed construction schedule within 15 days of commencement (CPM formatting required for projects exceeding $1,000,000), and warrant all materials, equipment, and workmanship for 12 months following Final Completion.

Proposal evaluation allocates 70 total points: 25 points for technical factors including prime and sub-contractor experience, project history, equipment adequacy, work plan completeness, and past performance with the Division of Oil and Gas; and 45 points for cost scored proportional to the lowest bid received. The Commonwealth reserves the right to request Best and Final Offers and to negotiate with the top-ranked vendor, with negotiation proceeding to subsequent vendors if agreement cannot be reached.

Bonding requirements include a bid guarantee of 5% of the lump sum base bid and 100% performance and payment bonds executed by a Kentucky-authorized surety company. Liquidated damages are assessed at $200 per calendar day for delays beyond substantial and final completion dates. Davis-Bacon wage requirements apply. The contract is structured as firm fixed-price with the Commonwealth, which is not tax-exempt; the winning bidder must pay Kentucky sales and use tax. Written questions are due July 7, 2026. Award is anticipated August 26, 2026. Contact Kristi Sharp at kristi.sharp@ky.gov or Gina Cavender at 502-573-0140.
