About this opportunity

The Commonwealth of Kentucky, Division of Oil and Gas, is requesting proposals for orphan well plugging and remediation services under the Kentucky Abandoned Storage Tank and Orphan Well Reclamation Program (KASTOW) covering Lewis and Rowan Counties Package #001, with proposals due July 31, 2026 at 3:00 p.m. Eastern Time. Reciprocal preferences for Kentucky resident bidders and qualified bidders as defined in administrative regulations apply.

The scope encompasses plugging abandoned wells, remediating wellsites, performing environmental testing for gas and TENORM (technologically enhanced naturally occurring radioactive material), and completing site reclamation activities. Substantial completion is required within 365 calendar days of contract start, with final completion within one additional year. The contract is firm fixed-price; payment will be made within thirty working days of invoice receipt or service acceptance.

Evaluation is split across cost proposals (45 points, with the lowest bid receiving full points and other bids scored proportionally) and technical proposals (25 points based on contractor experience, project history, equipment adequacy, work plan completeness, and past performance with the Division of Oil and Gas). A bid guarantee equal to five percent of the lump sum base bid is required, along with 100% performance and payment bonds within five calendar days of award. The contract is subject to prevailing wage requirements under the Davis-Bacon Act and Kentucky tax registration requirements. Contract award is anticipated for August 26, 2026.

Written questions are due July 7, 2026, with Commonwealth responses issued by July 13, 2026. Vendors' meetings and site reviews are referenced in the RFP attachments but specific dates are not detailed in the primary solicitation document. The Commonwealth reserves the right to reject all proposals, request best and final offers, and negotiate with the top-ranked vendor or subsequent vendors if agreement cannot be reached. Contact Gina Cavender at 502-573-0140 for additional information.
