About this opportunity

The City of Lubbock, Texas is requesting proposals for one replacement electric valve actuator and remote control station for the North Water Treatment Plant (6001 N. Guava) under RFP 26-19705-YB, with proposals due July 23, 2026 at 3:00 p.m.

The replacement actuator must conform to an EIM model MCAD-1 unit (208 volts, three-phase AC, 1725 RPM, 1/4 HP) or an approved equal from EIM or Rotork. The equipment must include a stand-alone remote switch control station for hand, off, and automatic operation modes, with capability for controlled modulation at 1%/second during backwash operations. All equipment must be new, current production models. The vendor must submit shop drawings for approval prior to manufacture and provide free technical support beyond equipment purchase. The City will perform installation, setup, and commissioning. Documentation deliverables include three hard copies and two digital copies of operation and maintenance manuals, instructions, as-built drawings, and schematics on flash drives.

Evaluation uses a 100-point criteria system: Manufacturer Qualifications (30 points), Product Technical Performance (30 points), Manufacturer Past Performance (20 points), Reliability/Warranty/Service Support (15 points), and Compliance with Operational Requirements (5 points). The selected equipment must include a minimum one-year warranty from installation completion, with replacement or repair of defective parts at no cost to the City.

Proposals may be submitted electronically through Bonfire or in hard copy to the Director of Purchasing and Contract Management. A short-listed committee may schedule oral presentations and interviews at no cost to respondents.
