Qualified vendors must be pre-qualified with the Georgia Department of Transportation to submit proposals. The project scope encompasses comprehensive professional and construction services including pre-construction activities such as field location verification, survey work, and subsurface utility coordination; permitting and reviews through GDOT; sign fabrication; construction and installation of new footings and signage with demolition of existing signs; and full compliance with ADA standards and MUTCD guidelines. Proposals must be submitted electronically through the County's eProcurement Portal by 3:00 PM on December 18, 2025, with a deadline for clarification requests of 3:00 PM on December 4, 2025, and an addendum deadline of 3:00 PM on December 11, 2025. Evaluation will be based on a 100-point maximum scoring system comprising qualifications and relevant experience (35 points), experience and availability of key staff (20 points), methodology and technical approach (35 points), cost proposal (5 points), and DBE participation (5 points), with potential for up to 15 additional points if an oral presentation is required. Cost proposals will be scored with five points for the lowest conforming proposal, three points for proposals within 5 percent of the low bid, two points for proposals within 7 percent, and one point for all others.
Henry County has established a 9.5 percent Disadvantaged Business Enterprise (DBE) participation benchmark for this project as a goal rather than a fixed quota, to be achieved through prime contracting, sub-contracting, joint ventures, or mentor/protege relationships. Contractors must submit a bid bond of at least 5 percent of the total bid amount, with 100 percent Performance and Payment Bonds required upon contract award. Insurance requirements include workers' compensation at Georgia statutory limits, commercial general liability of $1,000,000 per occurrence with $2,000,000 aggregate, automobile liability of $1,000,000 combined single limit, and umbrella liability of $2,000,000. All bid submissions must include signed addenda acknowledgement forms, DBE benchmark worksheets, lists of subcontractors, non-discrimination covenants, good faith effort documentation if applicable, and cost proposals submitted in a separate sealed envelope. The contract term will be determined following review and evaluation of the Time Line Schedules submitted by the successful contractor.
