About this opportunity
Brazos River Authority (BRA), a Texas local governmental entity, is requesting proposals for investment advisory services for its approximately $170 million investment portfolio under RFP 26-1396, with proposals due August 31, 2026 at 10:00 a.m. The awardee must be registered with the Securities and Exchange Commission under the Investment Advisor's Act of 1940.
The scope is non-discretionary investment management and accounting services for public funds in compliance with Texas law and BRA investment policies. The awardee will serve the BRA's Administration and Audit Committee and must provide monthly and quarterly reporting to established formats. Qualified respondents must be properly authorized to operate in Texas and must submit Form ADV Part 2, W-9 tax documentation, Conflicts of Interest Questionnaire, Non-Collusion Affidavit, resumes of key personnel, organizational charts, and client references (at least five public entities and two non-public clients). Insurance requirements include Workers' Compensation, Commercial General Liability with minimum limits of $1 million per occurrence and $2 million aggregate, and Professional Liability Insurance with minimum $1 million per claim and aggregate limits.
The contract term is two years from the effective date with potential renewal for up to two additional two-year periods, for a maximum total of six years. BRA will evaluate all proposals against four equally weighted criteria: Respondent Qualification (25%), Respondent Experience (25%), Proposed Plan for Providing Services (25%), and Proposed Fees and Compensation (25%). BRA will select the highest-ranked respondent and negotiate a fair and reasonable price; if negotiations fail, BRA will proceed to the next-ranked respondent. The top three proposers will be invited to in-person interviews with the Administration and Audit Committee on September 16, 2026. Questions are due August 20, 2026 at 4:00 p.m. Proposals are limited to 20 pages excluding resumes and required forms. Failure to submit any requested information constitutes grounds for rejection.
