About this opportunity
The City of Alpharetta is requesting proposals for stormwater best management practices designs at two locations under RFP 26-118, with proposals due June 25, 2026 at 10:00 a.m. through the Bonfire online platform exclusively. No set-asides or preferences are specified.
The scope comprises design services for two separate projects: a new detention and water-quality facility at the Alpha Loop location behind properties at 11675 and 11625 Rainwater Drive to address erosion and maintenance challenges, and conversion of an existing detention pond at Northwinds Parkway to a dry extended detention facility to resolve backwater flooding. Deliverables include project kickoff meetings, data collection and concept drawings, survey and geotechnical analysis, final design with construction plans and easement documents, permitting coordination (City land disturbance permits, Georgia Stream Buffer Variance, Army Corps of Engineers 404 permit, FEMA CLOMR, Georgia 401 Water Quality Certification), and operations and maintenance plans. The Northwinds site analysis notes that the existing pond is privately owned, requiring City coordination with property owners. Consultants must carry Commercial General Liability, Professional Liability, and Commercial Automobile Liability insurance of at least $1 million each, Commercial Umbrella Liability of $2 million, and Workers' Compensation as required by Georgia. E-Verify enrollment and compliance are mandatory. All work product becomes City property upon payment.
Proposals will be evaluated on Statements of Qualifications (30 points), Technical Proposal (40 points), and Cost Proposal (30 points). The City of Alpharetta will process payments within forty-five days of work acceptance. Submissions must include a cover letter (2 pages maximum), technical proposal (10 pages maximum), statements of qualifications with organizational chart, key personnel credentials, completion schedule, and three references from the past five years (10 pages maximum), cost proposal itemized by task and site with hourly rates and reimbursable expenses, IRS Form W-9, Bidder's Disclosures and Certifications, and a notarized E-Verify affidavit. All documents must be in PDF format, single-spaced, 10–12 point black font. Beth Rucker (purchasing@alpharetta.ga.us, 678-297-6058) is the sole point of contact. A no-communication period begins May 28 and extends through contract award.
Opportunity text
The City of Alpharetta is accepting proposals for STORMWATER BMP (Best Management Practices) DESIGNS for two specific locations. Each design should integrate one or more stormwater management facilities in a manner that addresses the specific stormwater concerns and complies with local, state, and federal laws. While the primary goal is to address the stormwater management issue described, the project aesthetics and design should align with the surrounding environment and consider long-term maintenance demands as part of the design.
