Henry County, Georgia is seeking proposals for RFP #26-10, an annual On-Call Consulting Services for Transit contract. The procurement involves comprehensive transit-related consulting services across seven specific categories: Transit Planning, Architectural/Engineering Services, Public Outreach Assistance, Safety and Security Planning, Fleet Audit and Maintenance Support, Administrative Services, and Grants Management. Proposals are due on November 6, 2025, at 3:00 PM and must be submitted electronically through the County's eProcurement Portal or physically delivered to the Purchasing Department. The evaluation criteria will assess proposals based on qualifications (30 points), relevant experience and references (30 points), understanding and approach (30 points), and cost (10 points). The initial contract term is one year, with potential renewals for two additional one-year periods. Proposers must submit both technical and cost proposals, with cost proposals to be submitted separately.

The contract requires contractors to be currently registered and active with SAM.gov and pre-qualified with the Georgia Department of Transportation. As a federally funded project potentially using Federal Transit Administration (FTA) grant funds, the contract mandates compliance with various federal regulations, including Equal Employment Opportunity, Davis Bacon Act, and Build America Buy America Act. The national Disadvantaged Business Enterprise (DBE) participation goal is set at 10%, with recipients required to establish annual participation goals and ensure non-discrimination in contract awards. Insurance requirements are comprehensive, including workers' compensation, commercial general liability, automobile liability, professional liability, and umbrella liability coverage. While no specific budget range was explicitly stated, the contract allows for potential negotiation with the highest-ranked proposer and may include requests for best and final offers. The procurement emphasizes transparency, fair competition, and strict adherence to federal and state guidelines for transit-related consulting services.
