About this opportunity

Laredo College District is requesting proposals for comprehensive elevator maintenance and repair services across its campuses under RFP 26-0903, with sealed proposals due October 22, 2026 at 3:00 p.m. and public opening at 3:15 p.m. the same day.

Contractors must hold active Texas business licenses, demonstrate a minimum of five years of related experience, and either maintain local presence or commit to emergency response within 48 hours. The scope includes preventive maintenance, inspections, testing, repairs, emergency response, and replacement parts for thirteen total elevator and chair-lift installations across two locations: Fort McIntosh Main Campus (ten units) and South Campus (three units). Contractors must comply with ASME standards, OSHA requirements, ADA accessibility standards, and Texas Department of Licensing and Regulation elevator safety requirements.

The contract carries an initial three-year term with two optional one-year renewal periods at the College's discretion. Insurance requirements include Workers' Compensation ($1,000,000), General Liability ($1,000,000 aggregate), and Automobile Liability ($1,000,000).

Evaluation uses a 100-point best-value scoring system: price proposal (45 points), experience and reputation on similar projects (10 points), quality of proposed goods and materials (10 points), financial capability (9 points), safety record (5 points), qualifications of proposed personnel (8 points), organization and approach (6 points), and proposed timeframe (7 points). Proposals must include detailed qualifications, references with previous work-site photographs, felony conviction affidavits, conflict-of-interest questionnaires, contractor certifications, W-9 forms, addendum certifications, and GA-48 compliance documentation. The College reserves the right to reject any or all proposals and will award within 60 calendar days of RFP opening. As a 501(c)(3) non-profit educational institution, the College is exempt from sales taxes.
