About this opportunity

The City of Albany, through its Procurement Division, is issuing a competitive sealed Request for Proposals (RFP #26-043) for comprehensive wastewater treatment plant maintenance services. The procurement encompasses preventive, corrective, and unscheduled maintenance services for one 32 million gallon per day treatment facility and 108 pump stations, along with ancillary services including sanitary station overflow prevention, 24/7 sewer system telemetry monitoring, facility painting, and lawn maintenance. Qualified firms must submit one original and six copies of their proposals to 222 Pine Avenue, Suite 260, Albany, Georgia 31701 by 5:00 p.m. on May 11, 2026. A pre-proposal conference will be held on April 17, 2026, at 10:00 a.m. at the Procurement Division office, with attendance strongly encouraged, and the deadline for written questions is 5:00 p.m. on May 1, 2026. Evaluation will be weighted as follows: Specialized Experience and Understanding (45 percent), Professional Qualifications (40 percent), Project Approach and Quality (10 percent), and Fees (5 percent). All proposals must include a $5,000 proposal guaranty in the form of certified check, cashier's check, cash, or bid security, with the successful proposer required to provide an Operations Performance Bond equal to 100 percent of the annual service fee. Proposers must demonstrate specialized expertise in wastewater treatment operations and maintenance, professional certifications and qualifications, and provide itemized pricing with payment terms quoted as Net 30 unless otherwise specified.

The City strongly encourages participation from Small and Disadvantaged Business Firms and maintains a local preference ordinance, though local preference will not apply to federally funded projects. All proposers must comply with the Georgia Security and Immigration Compliance Act by registering with and utilizing the federal E-Verify work authorization program. Minimum insurance requirements include liability coverage of at least $1,000,000 per occurrence with a $2,000,000 annual aggregate, plus workers' compensation statutory coverage and employers' liability of at least $1,000,000. The RFP does not specify the contract term, renewal options, or the award value or budget range. The City of Albany reserves the right to reject any or all proposals, waive irregularities, and award on the basis of best value rather than lowest cost. No incumbent vendors or current contractors are identified in the solicitation documents.
