About this opportunity
The Northern Region of the Alaska Department of Transportation and Public Facilities is seeking professional services through RFP #25261022 for PFAS investigations, reporting, and development of a Comprehensive Management and Mitigation Plan (CMMP) for the Barrow Airport Apron Culvert Replacement project, located in North Slope Borough. The solicitation requires comprehensive environmental services focused on investigating Per- and Polyfluoroalkyl Substances (PFAS) at the airport site, with an aggressive timeline targeting construction advertisement in Summer 2026. The performance period for these professional services spans from January 2026 through December 2027, during which the selected contractor will be responsible for detailed environmental investigations, technical reporting, and developing strategic management documentation. Proposals must be submitted by January 9, 2026, at 4:00 p.m. local time, either through a locked drop box located at the Tech Services Building #3 or as specified in the RFP package. Interested firms can obtain the RFP package starting December 24, 2025, through the DOT procurement website or by contacting the department directly at (907) 451-2247. Proposals must strictly conform to RFP specifications and include all required submission forms.
The RFP does not explicitly indicate specific set-aside designations or restrictions on responding organizations. The estimated budget for these professional services ranges between $50,000 and $100,000, suggesting this is a moderate-scale environmental consulting opportunity. While no incumbent vendors are mentioned, the project requires technical expertise in environmental investigations, specifically PFAS assessment and management planning for airport infrastructure. Potential respondents should have demonstrated experience in environmental compliance, technical reporting, and comprehensive management plan development, particularly in challenging Arctic environments. The project's location in North Slope Borough implies that firms with familiarity with Alaska's unique environmental and regulatory landscape may have a competitive advantage. Accessibility accommodations are available for individuals with disabilities, including alternative communication methods for hearing-impaired professionals who may wish to submit a proposal.
