About this opportunity
The State of Alaska's Department of Transportation & Public Facilities, Division of Statewide Aviation, is soliciting proposals for the management, administration, and operation of state-owned parking facilities at the Kodiak Benny Benson Airport through RFP #2525H069. The contract will involve implementing paid parking systems for three distinct parking areas: Short Term (85 spaces), Long Term (181 spaces), and Employee Parking (39 spaces), replacing the current free parking model. Proposing contractors must have at least two years of parking facility management experience within the past five years, with minimum annual gross revenues of $50,000 and vehicle capacity of at least 50, or alternatively demonstrate five years of professional business experience. The contract term will run from approximately March 11, 2025, through February 29, 2028, with a potential five-year renewal option extending to February 28, 2033. Proposals are due by 2:00 PM Alaska Standard Time on February 24, 2025, with a pre-proposal conference scheduled for February 12, 2025. Evaluation will focus on the proposed management fee percentage, operational approach, and demonstrated experience in parking facility management.
The procurement emphasizes non-discrimination, with the Alaska Department of Transportation ensuring that disadvantaged business enterprises will be afforded full opportunity to submit bids without discrimination based on race, color, or national origin. The contract requires contractors to provide a $2,000 bid guarantee, maintain fidelity bonds of at least $25,000 per employee, and provide a surety bond for the total contract value. Bidders must comply with Title II of the Americans with Disabilities Act and may request auxiliary aids or special modifications for participation. The contractor will be responsible for installing and operating revenue control systems, with a management fee structure that allows the selected vendor to propose a percentage management fee paid from monthly revenues after operating expenses are reimbursed. The Kodiak Airport currently handles over 82,000 annual enplanements, with a 10-year average of over 76,000, suggesting a potentially lucrative opportunity for parking management. Contractors must register with the Procurement Officer, Chris Hunt, and download bid documents from the Online Public Notice website to ensure receipt of subsequent amendments.
