About this opportunity
The New York State Office of Addiction Services and Supports (NYS OASAS) has issued RFP 25009 for Statewide Job Development and Technical Assistance Services, seeking one or two qualified organizations to provide comprehensive employment support services for individuals in active treatment or recovery from substance use or gambling disorders. The primary objectives include cultivating employer relationships, generating job leads, supporting job seeker connections, and ensuring equitable service delivery across urban, suburban, and rural areas in both Upstate and Downstate New York regions. Successful contractors will coordinate with NYS OASAS certified treatment providers, vocational rehabilitation programs, and Vocational Rehabilitation Counselors to track outcomes and support job seekers' success. The RFP was posted on September 23, 2025, with proposals due by November 6, 2025, and will be available at https://oasas.ny.gov/procurement. The initiative specifically aims to address employment barriers faced by individuals with addiction, including stigma, interrupted work histories, and justice system involvement.
The procurement includes specific subcontracting goals for minority-owned businesses (10%), women-owned businesses (20%), and service-disabled veteran-owned businesses (6%), though there is no specific service-disabled veteran-owned business set-aside for the primary contract. While no specific budget range was detailed in the provided information, the comprehensive scope suggests a significant investment in employment support services for individuals in addiction recovery. The contract will support Vocational Rehabilitation Counselors funded through a companion RFA #25008, indicating a broader systemic approach to employment support for individuals overcoming substance use disorders. Organizations responding to the RFP will need to demonstrate capabilities in job development, technical assistance, and training services, with a focus on creating effective employment pathways for a vulnerable population. The procurement seeks organizations with strong regional coordination abilities, employer engagement expertise, and a proven track record of supporting job seekers facing complex employment challenges.
