About this opportunity
The Commonwealth of Kentucky, Division of Oil and Gas, is requesting proposals for orphan well reclamation and remediation services in Madison County under the Kentucky Abandoned Storage Tank and Orphan Well Reclamation Program (KASTOW), with proposals due July 31, 2026 at 3:00 PM Eastern Time. The procurement is subject to reciprocal preference for Kentucky resident bidders.
The scope encompasses plugging and remediating orphan well sites in Madison County Package #001. The selected contractor must achieve substantial completion within 365 calendar days from the award date and final completion within one additional year thereafter. Addendum No. 1 (issued July 14) establishes a project completion timeline of 180 calendar days, modifying the original schedule. The contract is firm fixed-price. A bid guarantee of not less than five percent of the lump sum base bid is required, with 100% Performance and Payment Bonds due within five calendar days of award. Liquidated damages are assessed at $200 per calendar day for delays beyond the substantial completion date and an additional $200 per calendar day beyond final completion.
The contractor must submit a construction schedule within fifteen days of commencement, daily progress photographs, and maintain a qualified full-time superintendent on-site during all work hours. All materials, equipment, and workmanship carry a twelve-month warranty following final completion. The contractor bears responsibility for all labor, materials, supervision, equipment, utilities, and permits; the Commonwealth is exempt from local charges and building permit fees.
Proposals are scored on a maximum of 70 points: 25 points for technical merit (contractor experience, project history, equipment adequacy, work plan completeness, and past performance with the Division of Oil and Gas) and 45 points for cost. Written questions are due July 7, 2026, with Commonwealth responses due July 13. Proposal evaluation is scheduled for August 12, 2026, with contract award anticipated August 26, 2026. Contractors must comply with Davis-Bacon Act wage requirements and EEO requirements. Online bidding is permitted. Direct inquiries to Gina Cavender at 502-573-0140.
