About this opportunity
San Bernardino County Department of Behavioral Health is requesting proposals for Withdrawal Management and Residential Treatment Services under RFP 25-134, with proposals due August 20, 2026 and questions due by noon August 6. Proposers must be nonprofit corporations, a requirement imposed by the Substance Use Prevention and Treatment Block Grant guidelines. A five percent local preference applies to vendors whose principal place of business is located within San Bernardino County, subject to specified criteria regarding headquarters location, employee residency, business licensing, and tax compliance.
The scope spans multiple service components—Assessment, Care Coordination, Certified Peer Support Services, Individual and Group Counseling, Family Therapy, Medication Services, Medications for Addiction Treatment (MAT) for opioid and alcohol use disorders, Client Education, Recovery Services, and Crisis Intervention Services—across Desert/Mountain, Central Valley, West Valley, East Valley, and Highland Creek Housing and Wellness (Pacific Village) Campus service areas. Proposers may serve youth (17 and under), adults (18 and older), or both, at ASAM Levels 3.1, 3.3, or 3.5 for Residential Treatment and Levels 3.2 or 3.7 for Withdrawal Management. Optional perinatal and forensic-specific service components are also available. The 16-bed residential treatment facility is located at 2626 Pacific Street in Highland, California.
The contract term runs 23 months from February 1, 2027 through December 31, 2028. The projected allocation is approximately $19.087 billion for the full contract period, with a separate startup budget between $265,000 and $300,000 capped specifically for Highland Creek Housing and Wellness Campus. Contractors must obtain Medi-Cal certification or demonstrate ability to do so, submit three years of complete audited financial statements (most recent within eighteen months), and carry commercial/general liability, automobile liability, workers' compensation, professional liability, cyber liability, and sexual abuse liability coverage. The County will award contracts based on best value evaluation, not price alone. Pre-award on-site visits may be conducted.
