About this opportunity

The California Air Resources Board (CARB) is seeking a contractor to conduct a research project tracking light-duty vehicle emission characteristics using remote sensing devices (RSD) in California. The primary objective is to measure tailpipe emissions of carbon monoxide (CO), hydrocarbons (HC), nitrogen oxides (NOX), and ammonia (NH3) from light-duty vehicles at two locations, including a historical West Los Angeles site and another location to be determined during the project. The contractor will be required to sample a minimum of 25,000 vehicles at each site over seven days, analyzing emission characteristics and comparing disparities between vehicles registered in socioeconomically disadvantaged communities (DAC) and non-DAC vehicles. Proposals will be evaluated based on several criteria: technical approach (40 points), management plan (5 points), work plan/schedule (10 points), personnel/experience (10 points), clarity/organization (5 points), and cost (30 points). Potential bidders must score a minimum of 81 points to be eligible for award. Key deadlines include a written questions submission deadline of January 31, 2025, with questions and answers posted by February 10, 2025, and a final proposal submission deadline of March 25, 2025, at 5:00 p.m.

The procurement includes preferences for Disabled Veteran Business Enterprises (DVBE), with incentive levels ranging from 1-5% based on DVBE participation, and a small business preference of 5% for certified small businesses or non-small businesses subcontracting 25% or more to certified small businesses. The total contract budget is capped at $149,999.99, with proposals exceeding this amount being considered non-responsive. The contract term is anticipated to be two years, with an option to extend for up to 12 months. While no incumbent vendors are explicitly mentioned, the project builds upon previous research conducted by CARB and partner organizations like the Coordinating Research Council (CRC) and Bureau of Automotive Repair (BAR). The research aims to extend longitudinal fleet emission characteristics trends and further investigate emission rate disparities, supporting CARB's legislative objectives of reducing tailpipe emissions from light-duty vehicles with internal combustion engines and fostering electric vehicle transition.

Opportunity text

Under State legislative directions, the California Air Resources Board (CARB) has been developing and implementing comprehensive programs to reduce tailpipe emissions from light-duty vehicles (LDV) with internal combustion engine (ICE), to foster electric vehicle (EV) transition, and to address community-level air pollution disparities from environmental justice perspectives. Through research projects sponsored by CARB and partner organizations such as the Coordinating Research Council (CRC) and Bureau of Automotive Repair (BAR), CARB has collected vehicle exhaust emission data measured with roadside-deployed remote sensing device (RSD) at a historical West Los Angeles location and at a number of other locations across the State. These measurements established longitudinal trends of LDV fleet emission characteristics and a snapshot assessment of statewide emission rate disparities between vehicles registered in socioeconomically disadvantaged communities (DAC) and non-DAC-registered vehicles. This project will extend the longitudinal fleet emission characteristics trends and the DAC/non-DAC vehicle emissions disparities. The Contractor will use a roadside-deployed remote sensing device (RSD) to measure tailpipe carbon monoxide (CO), hydrocarbon (HC), nitrogen oxides (NOX), and ammonia (NH3) emission rates from light-duty vehicles (LDV) at a historical West Los Angeles measurement location and another RSD measurement location to be determined during the project. The Contractor will use the newly collected data and historical data collected through previous RSD measurement studies to assess longitudinal trends of LDV fleet emission characteristics and analyze emission rate disparities between vehicles registered in socioeconomically disadvantaged communities (DAC) and non-DAC-registered vehicles.
