The City has established a Disadvantaged Business Enterprise (DBE) goal of 17.61% for this project.
The scope encompasses public engagement, scenario development, preferred scenario selection, and deliverables including three future growth scenarios with GIS-based 3D models compatible with the City's ESRI ArcGIS system; fiscal impact analyses for the city, county, and school system; transportation investment recommendations; case studies from comparable edge cities with similar density and development patterns; a final plan document with conceptual massing plans; and identification of obstacles and supporting actions. Analysis and recommendations must be coordinated with other completed studies, programs, developments, and organizations and cover a 20-year period.

Pricing must remain firm for the initial contract term; the City reserves the right to negotiate final fees following consultant selection.
