About this opportunity

The Metropolitan North Georgia Water Planning District (MNGWPD) is soliciting proposals from consulting firms or teams of firms to prepare a comprehensive 5-year update to the 2022 Water Resources Management Plan covering a 15-county metropolitan area including Fulton County. The scope of work encompasses ten major tasks: stakeholder engagement (25 meetings), digital document updates, water and wastewater demand forecasts with county-level detail through 2070, planned water supply and treatment facility reviews, biosolids production forecasts, stormwater forecast updates, aging infrastructure assessments, development of a private stormwater systems guidebook, river basin profile updates, and benefit-cost analyses of action items. Key deliverables include monthly narrative progress reports, comprehensive planning documents in Microsoft Word and PDF formats compliant with WCAG 2.1 AA accessibility standards, GIS-based infrastructure condition assessments, and funding need estimates. The consultant must attend 25 stakeholder meetings plus additional presentations to counties, utilities, Georgia Environmental Protection Division staff, and the Governing Board, with the final plan requiring Governing Board approval and delivery to Georgia EPD by June 31, 2028. Written questions must be submitted by October 10, 2025 at 4:00 p.m. EST, with responses posted by October 15, 2025. Proposals must be submitted in six printed copies plus an electronic PDF by October 24, 2025 at 4:00 p.m. EST to Vic Engel at vengel@atlantaregional.org. Contract award is anticipated in the fourth quarter of 2025, with successful consultants expected to begin work immediately. Evaluation criteria are weighted at 55 percent for qualifications and experience of the firm and assigned staff, 35 percent for proposed approach to the scope of work, and 10 percent for cost estimates relative to work provided.

Disadvantaged Business Enterprises (DBEs) are specifically encouraged to participate as prime consultants, team members, or sub-consultants, though no set-aside or restriction limiting responses to particular organization types is specified. No incumbent vendors or current contractors are identified in the solicitation materials. The District estimates approximately $825,000 in total funding available for this work, consisting of $700,000 allocated for Tasks 1-9 and $125,000 reserved for approved task orders, with an additional $100,000 for public education and action items support. The contract will be administered by the Atlanta Regional Commission (ARC) on behalf of MNGWPD, and funding sources include the State of Georgia, United States Government, or participating local governments. Standard contract terms require insurance coverage with minimum limits of $100,000 per occurrence and $500,000 aggregate, maintenance of cost records for three years post-completion, compliance with federal nondiscrimination and immigration laws, and indemnification provisions. All work products become property of MNGWPD with perpetual usage rights, and MNGWPD retains the right to terminate for cause with five business days to cure deficiencies or for convenience with fifteen days' notice.
