About this opportunity
The State of Alaska Department of Corrections, Division of Health and Rehabilitation Services is soliciting proposals for comprehensive behavioral health services at four correctional facilities (Anvil Mountain in Nome, Ketchikan, Spring Creek in Seward, and Yukon-Kuskokwim in Bethel) under RFP 2027-2000-0099, with proposals due October 28, 2026 at 2:00 PM Alaska Standard Time. Alaska-based offerors qualifying as Alaska bidders receive a 10% preference on total evaluation points.
Offerors must possess a minimum of five years of demonstrated experience providing behavioral health staffing services in correctional settings. All personnel must hold master's degrees in counseling, social work, psychology, or related fields, with qualifications equivalent to Mental Health Clinician II credential and licensed mental health professionals preferred. Services include direct care, screening, assessment, therapeutic interventions, medication coordination, case management, and suicide prevention training. At Spring Creek Correctional Center, the contractor must provide full-time Monday-Friday presence (8:00 AM to 4:30 PM) in-person; at the other three facilities, at least monthly onsite visits are required, with hybrid in-person and remote telehealth delivery permitted. Services must be provided up to 52 weeks annually, excluding state holidays.
This is a firm fixed-price contract with payment within 30 days of invoice approval. The contract term runs from approximately January 1, 2027 through June 30, 2027, with three optional one-year renewals available through June 30, 2030. No total budget amount has been specified; the state notes limited funding drawn from a shared pool that will not be allocated exclusively to one contractor. The procurement officer anticipates awarding one contract based on the highest-scored proposal.
Evaluation allocates 25% to experience and qualifications, 15% to understanding of the project, 5% to methodology, 5% to management plan, 40% to cost, and 10% to Alaska offeror preference. Contractors must carry workers' compensation insurance, commercial general liability insurance with minimum $300,000 limits, commercial automobile liability insurance with $300,000 limits, and professional liability insurance based on contract value. All contractor personnel are subject to background investigations, security clearances, and PREA employment disclosures. Vendors must contact Allan Oyao at allan.oyao@alaska.gov to register and receive subsequent amendments; failure to register may render bids non-responsive. Contract issuance is anticipated for November 12, 2026.
