Amendment 1, posted July 20, clarifies that national accreditation is not required, no cap exists on provisional Qualified Addiction Professional staff, and all services must be provided on-site only with no virtual delivery options. Prospective offerors must register with Procurement Specialist Allan Oyao at (907) 269-5910 or allan.oyao@alaska.gov and return the signed first page of the amendment with proposals; failure to register or sign may result in bid rejection.

The scope includes evidence-based SUD treatment services: screenings, assessments, brief interventions, referrals to treatment, release planning, Residential Substance Abuse Treatment programming at ASAM Level 3.5 with 24 active participants over 26 weeks, and Psycho-Educational programming at ASAM Level 0.5 serving 30 individuals over six weeks. The contractor must staff up to four FTEs: one Coordinator, two for RSAT, and one for Psych-Ed. Minimum qualifications require a Department of Health–Division of Behavioral Health Department Approval Certificate and staffing with Qualified Addiction Professionals holding full or provisional approval with an approved training plan. The contractor must provide administrative support, office supplies, equipment, curriculum workbooks, and materials at their own expense.

The initial contract term runs September 1, 2026, through June 30, 2027, with one optional renewal year through June 30, 2028. The contract is firm fixed-price with a budget established by the Department of Corrections; negotiations may occur based on submitted cost proposals. Contractors bill monthly with invoices due the last day of the following month; the state pays within 30 days of proper receipt and is eligible for a 5% discount on invoices paid within 15 business days. The contract is contingent on legislative appropriation and programmatic needs. The Notice of Intent to Award is anticipated August 13, 2026.
