About this opportunity
The State of Alaska Department of Corrections, Division of Health and Rehabilitation Services, is soliciting proposals through Request for Proposals (RFP) 2027-2000-0003 to provide Substance Use Disorder (SUD) treatment services at Wildwood Correctional Complex (WCC) in Kenai, Alaska. The procurement seeks qualified vendors to deliver evidence-based SUD screening, assessments, and treatment programs serving approximately 475 incarcerated individuals. Required services include Screening, Brief Intervention, and Referral to Treatment (SBIRT); comprehensive SUD assessments; Residential Substance Abuse Treatment (RSAT) at ASAM Level 3.5 with capacity for 24 active participants; and Psycho-Educational programming for 30 participants. The contract structure requires up to four Full-Time Equivalents (FTEs): one Coordinator and three Counselors, with annual hours calculated at 1,984 hours per position. Proposals must be submitted by March 27, 2026, at 2:00 PM Alaska Standard Time, with written questions due by March 16, 2026. The contract will begin July 1, 2026, with an initial term through June 30, 2027, and one optional renewal term through June 30, 2028. Qualified vendors must possess a Department of Health-Division of Behavioral Health Department Approval Certificate prior to contract award and demonstrate minimum staffing qualifications with Qualified Addiction Professional (QAP) full approval designations, with provisional approval acceptable if accompanied by an approved SUD Training Plan. Offerors must demonstrate prior experience providing SUD treatment services in Alaska and comply with extensive documentation, reporting, and compliance requirements including HIPAA, 42 CFR Part 2, and security protocols specific to correctional facility operations.
The procurement is structured as a firm fixed-price contract with offerors submitting hourly rates for each FTE position that include all direct and indirect costs. Alaska Bidder Preference (5%) and Alaska Offeror Preference (10%) may apply to eligible contractors meeting applicable criteria. No incumbent vendor or current contractor information is specified in the solicitation documents. Vendors must coordinate directly with institutional staff, probation officers, and the Department's SUD Project Manager, and must register with Allan Oyao at allan.oyao@alaska.gov upon downloading the RFP to be added to the vendor list and receive subsequent amendments; failure to register may result in a bid being deemed non-responsive. The contract budget is established as firm with funds limited, and continuation is contingent on legislative appropriation and programmatic needs. The State of Alaska complies with Title II of the Americans with Disabilities Act of 1990, and individuals requiring auxiliary aids or services should contact Mr. Oyao. Evaluations are targeted for completion by March 31, 2026, with a Notice of Intent to Award issued April 3, 2026.
