About this opportunity

Habersham County Board of Commissioners in Georgia is requesting proposals for pavement evaluation services covering approximately 416 centerline miles of roadway, with proposals due August 12, 2026 and questions due August 5. The County encourages participation from Minority Business Enterprises (MBEs), Female Business Enterprises (FBEs), and Small Business Enterprises (SBEs) but does not restrict bidding to these categories.

The scope requires detailed pavement condition surveys using the Pavement Condition Index (PCI) procedure on all publicly owned and maintained streets. Deliverables include a searchable pavement management database, a comprehensive Pavement Evaluation Summary Report, GIS Shapefiles with interactive map layers, and quantified pavement distress assessments with PCI ratings on a 0–100 scale and condition classifications from Failed to Excellent. All surveys, reports, and deliverables must be completed by November 15, 2026.

The initial contract term runs from September 1, 2026 through June 30, 2027, with options to renew for two additional one-year periods. Contract renewals may include price increases not exceeding 10 percent, subject to mutual agreement. The County reserves the right to cancel with 60 days' written notice for unsatisfactory service.

Evaluation criteria combine cost and quality of proposed deliverables. Proposals must include a pricing sheet with cost breakdown for materials, labor, and other expenses. All vendors must submit a completed Vendor Packet (Vendor Application, W-9, notarized Contractor Affidavit with E-Verify compliance certification, and insurance certificates). Service providers require General Liability Coverage of at least $1,000,000 per occurrence, Workers' Compensation Insurance, and Professional Services Insurance of at least $1,000,000, with Habersham County listed as Additional Insured. Bidders must provide three references, certify non-bankruptcy status, and demonstrate current liability and workers' compensation insurance. Habersham County is tax-exempt. The tentative award date is August 26, 2026.
