About this opportunity
The Board of County Commissioners of Calvert County, Maryland, on behalf of the Calvert-St. Mary's Metropolitan Planning Organization, is requesting proposals for a Multi-Modal Connectivity Study in St. Mary's County, with proposals due October 22, 2026 at 2:30 p.m. The study will analyze existing conditions of multi-modal connectivity to nine St. Mary's Transit System public transportation routes plus paratransit services (ADA and State Specialized Transportation Assistance Program) and recommend adjustments to bus stops and routes to maximize service outreach to underserved populations.
DBE participation is strongly encouraged but no DBE set-aside is required. The scope spans four task phases: Project Initiation (1–2 weeks), Existing Conditions Evaluation (6–8 weeks), Community Engagement (15–17 weeks), and Draft Recommendations (26 weeks), with an estimated six-month total project duration. Deliverables include a comprehensive analysis of existing conditions and community-informed recommendations, with all reports and maps becoming the exclusive property of C-SMMPO upon completion.
The contractor must submit a sealed comprehensive lump-sum bid with detailed line-item budgets for labor, overhead, materials, contracted services, travel, mileage, and vehicle fuel. Payment is milestone-based: 33% upon completion of Phase 1 within 8 weeks, 33% upon completion of Phase 2 within 17 weeks, and 34% upon final acceptance of Phase 3 within 26 weeks. The contractor must carry Commercial General Liability ($1 million per occurrence / $2 million aggregate), Professional Liability ($1 million per occurrence and aggregate), Automobile Liability ($1 million combined single limit), and Workers Compensation insurance.
Evaluation criteria include technical qualifications, experience with transportation planning and community engagement, organizational capacity, personnel expertise, and price. Written questions are due October 9, 2026 at 2:30 p.m. A virtual bid opening will occur October 22, 2026 at 3:30 p.m. via Microsoft Teams. Proposals must be submitted to Calvert County Government Procurement Office, 150 Main Street, Prince Frederick, Maryland 20678.
