About this opportunity

The State of Maine Department of Environmental Protection, Bureau of Remediation and Waste Management is requesting proposals for a Pre-Qualified Vendor List (PQVL) to install sub-slab depressurization systems for vapor-intrusion mitigation at residential properties, with proposals due August 3, 2026 and questions due July 21, 2026.

Bidders must hold a Limited Electrician or Unlimited Master Electrician License for the State of Maine, though this may be subcontracted. The scope covers installation of sub-slab depressurization systems to radon mitigation standards at residential properties in Southern and Central Maine, with potential work in Northern Maine; the majority addresses fuel oil (#2 or K-1) spills.

The PQVL operates from September 1, 2026 through August 31, 2031 with semiannual enrollment opportunities (January and July deadlines) allowing new vendors to join throughout the contract term. Once pre-qualified, vendors are notified of specific projects via a mini-bid process and selected based on project-specific cost proposals and qualifications.

Cost proposals must include lump-sum installation rates for basic SSDS installations in two-story houses, itemized nonstandard add-on rates, hourly rates for personnel and services, and material markups not exceeding 10 percent. Proposals are evaluated on a 100-point scale: Section II (Organization Qualifications and Experience) at 30 points, Section III (Proposed Services) at 30 points, and Section IV (Cost Proposal) at 40 points. No best-and-final-offer process will be used. Proposals must remain valid for 180 days from bid opening. Vendors must submit annually updated insurance certificates, licensure documentation, and rate sheets. The Department may remove vendors from the PQVL with 30 days' notice for unsatisfactory performance, failure to perform contractual obligations, loss of ability to perform, or unresponsiveness to mini-bid solicitations. Proposals are submitted via the Vendor Self Service (VSS) system.
