About this opportunity

The Maine Department of Environmental Protection, Division of Materials Management, is requesting proposals for a Stewardship Organization to operate the state's Packaging Stewardship Program under 38 M.R.S. 2146 and 06-096 C.M.R. ch. 428, with proposals due August 3, 2026, and a mandatory virtual Bidders' Conference on June 29, 2026 at 10:00 a.m. local time. The Department anticipates one award. Questions must be submitted by June 29, 2026 at 11:59 p.m. local time.

The scope encompasses establishing and managing day-to-day program operations including a secure multi-user portal, public-facing website, and field data collection application; administering the Packaging Stewardship Fund; conducting program assessments (cost studies, audits, and needs assessments); managing infrastructure and education investments; and producing annual reports. All funding derives from the Packaging Stewardship Fund. Bidders must demonstrate financial viability through current Dun & Bradstreet reporting, provide general liability and professional liability insurance certificates, and certify technical and security capability. A detailed Stewardship Fund Financial Assurance Plan, comprehensive work plan with realistic implementation timelines, and payment schedule proposal are required. The awarded bidder must fund an independent third-party financial audit annually and maintain Fund reserves equal to at least two years of projected municipal reimbursements, operational expenses, and the Department's $300,000 annual administration fee.

The initial contract period runs September 15, 2026 through January 30, 2030, with three optional renewal periods extending through January 30, 2036, contingent on continued funding and satisfactory performance. Producer start-up registration fees must be collected within 180 days of contract signing. Annual producer fees and municipal reimbursements (due October 1 annually beginning 2027) are deposited to and disbursed from the Fund. The Department receives its $300,000 annual administration fee by January 30 each year beginning 2027. Proposals must be submitted via the Vendor Self Service System.
