About this opportunity
Clackamas County Water Environment Services is requesting proposals for five-year vegetation maintenance services at the Upper Kellogg Restoration Project site, with proposals due October 6, 2026 at 2:00 p.m. Pacific Time via the Bid Locker electronic system. Applicants must hold a State of Oregon Pesticide Applicator license and demonstrate at least three years of experience in large-scale restoration and revegetation with irrigation and maintenance expertise — the core capability filters.
The scope encompasses approximately 0.25 acres of new wetland area, 0.87 acres of wetland and stream restoration, and 1,800 linear feet of creek bank and riparian vegetation across multiple parcels near SE Clackamas Road and SE Aldercrest Court. The contractor must provide irrigation system recommendations and maintenance, ongoing vegetation management with replacement of failed plantings, weed control targeting invasive species (poison hemlock, reed canary grass, and Himalayan blackberry), monthly invoices and progress reports, an irrigation plan due within 30 days of notice to proceed, monthly activity schedules for private property coordination, and an annual plant replacement plan.
The contract term runs from the effective date through December 31, 2031. The contract requires professional liability insurance of $1,000,000 per occurrence / $2,000,000 aggregate, commercial general liability of $1,000,000 per occurrence / $2,000,000 aggregate, and automobile liability of $500,000 per occurrence. Proposals are evaluated on a 100-point scale: proposer general background and qualifications (40 points), project understanding and approach (40 points), and references (20 points). Award will be based on best value considering both technical merit and cost factors. Proposals must not exceed 20 pages and must be submitted with a signed proposal certification addressing Oregon tax law compliance, nondiscrimination, and conflict of interest. The RFP includes 66 pages of as-built drawings and an aerial photograph.
