About this opportunity
Clackamas County through its Board of County Commissioners is requesting proposals for Community Monitoring Program services for the Clackamas County Juvenile Department under RFP 2026-58, with proposals due August 20, 2026 at 2:00 p.m. Pacific Time via Bid Locker.
The scope covers alternatives-to-custody electronic monitoring and supervision for justice-involved youth up to age 23 under Clackamas County and Oregon Youth Authority supervision, with an anticipated census of approximately 25 youth at any given time. Services include active and passive GPS-based electronic monitoring, daily home visits, and check-in calls. The contractor must maintain three Full-Time Equivalent staff and provide on-site and field coverage from 1:00 p.m. to 9:30 p.m., seven days per week. The awardee must comply with Oregon criminal records check requirements, obtain access to the State of Oregon's Juvenile Justice Information System, and maintain Commercial General Liability, Professional Liability, Automobile Liability, and Abuse & Molestation insurance coverage at $1 million per occurrence each.
The estimated project budget is $1,038,000. The contract term runs from the effective date through October 31, 2029. Pricing must be submitted on a time and material basis with a not-to-exceed price, with detailed hourly rates for all assigned personnel, anticipated travel costs, and other reimbursable expenses categorized as staffing costs, miscellaneous costs, and administrative or indirect costs.
Proposals are evaluated on four criteria: Service Delivery (0–40 points), Demonstration of Ability to Provide Services (0–15 points), Staff Descriptions and Qualifications (0–15 points), and Responsivity and Meeting Individualized Needs (0–30 points). Clackamas County encourages proposals from Minority, Women, Veteran, and Emerging Small Businesses. Questions are due August 6, 2026. A protest of specifications deadline is July 23, 2026. Proposals must be submitted electronically only; late submissions will not be accepted.
