About this opportunity
Clackamas County Health, Housing & Human Services (H3S) in Oregon is soliciting proposals to establish multiple on-call Organizational Development Strategic Consulting Services contracts under RFP 2026-25, with proposals due August 18, 2026 at 2:00 PM Pacific Time. The County intends to award contracts to multiple qualified contractors and will issue individually authorized Task Orders on an as-needed basis; no minimum work volume or guaranteed Task Order frequency is committed.
The scope encompasses organizational development, leadership, workforce development, facilitation, strategic planning, project management, and related consulting services across six H3S divisions—Behavioral Health, Children Family & Community Connections, Health Centers, Housing & Community Development, Public Health, and Social Services—plus the Director's Office. Three primary service categories are identified: Organizational Strategy & Change (strategic planning, change management, facilitation); Leadership & Team Development (assessments, coaching, team effectiveness); and Workforce Capacity & Implementation (training, project management, process improvement). Contractors must demonstrate a minimum of five years of relevant professional experience, with preference given to those with experience in public-sector, human services, or health-related organizations.
Compensation is structured on a task-order basis as either fixed-fee or time-and-materials arrangements, with specific rates and billing methodologies negotiated within each individual Task Order. Hourly rates submitted in the fee proposal serve as the basis for future Task Order negotiations and potentially as ceiling rates for time-and-materials work. The County reserves the right to negotiate compensation and billing methodology on a Task Order-by-Task Order basis.
The contract term runs from the effective date through June 30, 2028, with the option for the County to renew for up to three additional one-year terms at its sole discretion. Oregon Business Registry registration is required at contract execution rather than proposal submission. Required insurance includes Commercial General Liability ($1 million per occurrence / $2 million aggregate), Professional Liability ($1 million per occurrence / $2 million aggregate), Automobile Liability ($1 million per occurrence), and Cyber Liability ($1 million per occurrence).
Evaluation criteria carry these point weights: firm qualifications and organizational capability (20 points), proposed team expertise and credentials (20 points), project approach and methodology (25 points), organizational development and public-sector experience including equity-informed practices (15 points), and fee proposal and overall value (20 points). Addendum 1 (July 20, 2026) consolidated public-sector experience and references into broader qualification and experience criteria and corrected the protest deadline to July 23, 2026. Questions are due August 11, 2026 at 5:00 PM Pacific Time.
