About this opportunity
San Juan County, New Mexico has issued Request for Proposals (RFP #2026-09-001) for Annual Legal Services, seeking a qualified legal services provider to support the County Commission and Administration. The comprehensive scope of work requires providing day-to-day legal counsel, attending all county commission meetings and administrative hearings, and advising on a wide range of matters including policies, procedures, open meetings, elections, procurement, personnel issues, and potential litigation. Key deliverables include drafting and reviewing legal documents such as resolutions, ordinances, contracts, leases, and memorandums of understanding, as well as providing timely written legal opinions and responding to inquiries. Mandatory qualifications include experience with New Mexico local government, knowledge of subdivision and property matters, understanding of employment laws, and being licensed to practice law in New Mexico with a Juris Doctor degree and good standing with the New Mexico Bar Association. The proposal is due on September 29, 2025, and will be evaluated using a 1,000-point scoring system that assesses contractor qualifications, experience, references, team capabilities, and cost. The evaluation will comparatively score proposals based on capability to perform, team qualifications, references, resumes, and a cost formula that compares each offeror's total proposed cost against the lowest total cost.
The RFP indicates the contract will be for one year with potential automatic renewal for up to three additional one-year terms, not exceeding a total of four years. While no specific set-aside designations or restrictions for disadvantaged enterprises are mentioned, the procurement will utilize a competitive sealed proposal process to select the most advantageous offer. The RFP does not specify an incumbent vendor or provide explicit details about existing technological infrastructure requiring integration. Proposers must demonstrate the ability to work diplomatically with county staff and possess comprehensive knowledge of local government legal requirements. Although a specific budget range is not explicitly stated, the RFP indicates the legal services will be compensated through a monthly flat rate annual fee, with provisions for potential additional detailed rates. Interested legal firms must carefully review all requirements and prepare comprehensive proposals that demonstrate their capacity to provide high-quality, responsive legal services to San Juan County.
