About this opportunity

The Town of Round Hill, Virginia is requesting sealed proposals for water and sanitary sewer utility rate consulting services under RFP 2026-01, with proposals due June 26, 2026 at 2:00 p.m., and contract award anticipated July 15, 2026.

The scope encompasses a comprehensive water and wastewater cost of service study, rate methodology review, and development of a non-proprietary interactive rate model for the municipally owned utility systems serving 1,835 customers (257 in-town and 1,578 out-of-town). The consultant must analyze financial condition, develop five-year revenue requirement projections, and provide annual review services during any renewal term. The study must be completed by December 2026 to support the FY 2028 budget cycle beginning January 2027.

The initial contract term covers completion of the rate study, with options for up to four additional one-year renewal terms contingent upon satisfactory performance and fund availability. Consulting fees are payable upon completion of each task, with all expenses included in the total fee unless pre-approved separately in writing.

Evaluation will be based on experience with similar projects (25 points), project approach and methodology (25 points), qualifications of the project team (20 points), references (15 points), cost proposal (10 points), and understanding of town needs (5 points). The Town reserves the right to negotiate with the most qualified offerors and will select based on best overall value considering both qualifications and cost.

The consultant must carry comprehensive insurance: commercial general liability ($1 million per occurrence / $2 million aggregate), excess/umbrella ($2 million per occurrence / $3 million aggregate), automobile liability ($1 million combined single limit), and professional liability ($2 million per occurrence / $3 million aggregate), plus workers compensation coverage. Proposals must be submitted in sealed hard copy format with one original and four copies, signed by an authorized official, and include completed State Corporation Commission identification, non-discrimination certifications, and conflict of interest disclosures.

A non-mandatory pre-proposal meeting is scheduled for June 10, 2026 at 10:00 a.m. EDT at the Town Office with remote Zoom participation available. Questions are due June 17, 2026 at 4:30 p.m.
