About this opportunity
Curry County, located in New Mexico, is seeking competitive sealed proposals for comprehensive legal services through RFP 2025/26-01 for Attorney and Legal Services. The county is soliciting proposals from qualified law firms to provide legal counsel across various county operational areas, including attending county commission meetings, developing policies, drafting ordinances and resolutions, managing personnel legal matters, and handling legal disputes. Proposing law firms must commit to a minimum of 900 person-hours annually and demonstrate expertise in contract law, employment law, procurement law, tort litigation, land use, and local ordinances. Attorneys must possess a Juris Doctor degree and be members of a State Bar, with prior governmental law experience preferred. The evaluation will utilize a 100-point scoring system, allocating points across desirable specifications (35 points), experience and education (30 points), fees (20 points), and essential service responsibilities (15 points). Proposals are due on August 12, 2025, at 2:00 p.m. Mountain Time, with submission requirements including one original and five identical copies, plus an electronic version submitted on a USB drive to the Curry County Administration Office in Clovis, New Mexico.
The RFP does not explicitly mention specific set-aside designations or restrictions for disadvantaged enterprises. The contract will be awarded for an initial one-year period with potential renewals for three additional one-year periods, creating a possible four-year total contract term. While specific budget ranges are not detailed in the provided documentation, the comprehensive nature of the legal services and the requirement of 900 annual person-hours suggests a substantial professional services contract. The county reserves the right to negotiate contract terms and may request oral presentations from finalist firms before making a final selection. The evaluation committee will review proposals privately and make a recommendation to the Curry County Commission for the most advantageous proposal, focusing on comprehensive legal support and expertise in municipal and county law.
