About this opportunity
Covered California is soliciting proposals to establish a pre-approved contractor pool for health program consulting services across six specialized areas, with proposals due July 27, 2026 at 2:00 PM. This is a multiple-award pool vehicle, not a single-contract procurement.
Small Business and Disabled Veteran Business Enterprise preferences and incentives of up to 5% are available to eligible proposers.
The six Service Areas are Health Program Actuarial Services, Health Benefits Consulting Services, Pharmaceutical Benefits Consulting Services, Dental Benefits Consulting Services, Healthcare Marketplace Development Consulting Services, and Health Equity and Quality Transformation Consulting Services. Proposers must submit fully loaded hourly rates for key positions by Service Area; rates will be incorporated verbatim into individual Work Orders. Each successful proposer will be engaged through separate Work Orders for specific projects rather than a single master contract. Minimum qualifications are specific to each Service Area. All proposers must demonstrate Active status with the California Secretary of State (for incorporated entities) and submit certificates of liability insurance ($1 million minimum), workers' compensation, cyber liability, automobile liability ($1 million per occurrence), and professional liability insurance.
The total contract value for all awarded contracts is $6.6 million over the initial three-year term (January 1, 2027–December 31, 2029), with an option to extend for two additional consecutive years up to five years total. Funding is subject to annual budget approval by the Covered California Board of Directors.
Evaluation occurs in two phases: Phase One assesses administrative compliance; Phase Two scores technical content on Understanding and Approach (15%), Corporate Qualifications (35%), Project Team Qualifications (20%), and Cost Proposal (30%). RFP questions are due June 22, 2026 at 2:00 PM, with responses posted by July 6. Notice of Intent to Award is expected the week of August 17, 2026.
