About this opportunity

Goochland County Government is seeking a licensed real estate brokerage firm through RFP 2025-04 to provide comprehensive real estate services for property disposition and transaction management. The county requires a qualified vendor with a Virginia real estate broker license, preferably holding a CCIM or SIOR designation, with a minimum of 10 years of Virginia real estate transaction experience and 3 years of specific Goochland County experience. Services will include leasing, transaction management, appraisal services, auction services, strategic planning, research, property sale/acquisition, and relocation assistance. The RFP specifically targets the disposition of nine county-owned properties ranging from 2 to 87.102 acres with various zoning designations including residential, agricultural, and commercial. Proposal submissions are due March 6, 2025, at 1:30 p.m. local time, with questions accepted until February 18, 2025, at 11:00 a.m. Oral interviews are scheduled for March 26, 2025, with an expected contract award in April or May 2025.

The RFP does not specify explicit set-aside designations or restrictions for disadvantaged enterprises. The contract will be awarded on an as-needed basis with no guaranteed minimum work volume. Pricing requires detailed commission percentages for various real estate transactions, including different rates for properties under $250K, between $250K-$500K, and over $500K, with 50/50 co-broker commission splits for certain transaction types. Hourly rates are also required for non-buildable lot transactions and additional brokerage services, with differentiated rates for Principal Brokers, Associate Brokers, Agents, Marketing Managers, and Transaction Coordinators. The initial contract term will allow for up to three one-year renewals, with potential fee increases limited to the lesser of the Consumer Price Index or 3% annually. While no specific budget range is provided, the county will require the selected firm to maintain comprehensive insurance coverage, including $1M per occurrence general and automobile liability, $100K employer's liability, and $1M professional liability insurance.
