The selected auditing firm will examine TCA's financial transactions, accounting practices, and compliance with applicable laws and regulations, including cash handling, revenue recognition, expense classifications, and the adequacy of internal controls. The firm must prepare and present a comprehensive audit report that includes an opinion on the financial statements, findings, and recommendations. The CPA firm must demonstrate extensive experience in conducting audits in accordance with Government Auditing Standards and specific experience with educational institutions or charter schools, and must be licensed to practice in the State of Florida and in good standing with all professional regulatory bodies. The audit work is expected to commence after July 1, 2024, and the final audit report is due to the TCA Board of Trustees, the College's administration, and the Auditor General of Florida no later than three months after the commencement of the audit work.
The RFP does not specify any set-aside designations or restrictions on the types of organizations that can respond. There is no information provided about any incumbent vendors or current contractors, or any existing infrastructure or technology that requires integration. The RFP does not include any listed award values or budget ranges, but the initial contract term is five years, subject to annual reviews of performance and mutual agreement to continue.
