About this opportunity
King William County is seeking a qualified contractor to conduct a comprehensive 2019 real property reassessment through RFP 2018-001. The procurement involves appraising real property at fair market value as of January 1, 2019, in compliance with Title 58.1-3201 of the Code of Virginia. The selected contractor will be responsible for performing a comprehensive sales study and creating a corresponding appraisal manual, covering both taxable and nontaxable parcels, while excluding public service properties. A mandatory pre-proposal conference was held on July 20, 2017, at 180 Horse Landing Road, which was the sole opportunity for potential bidders to gather information. Sealed proposals will be accepted until 10 AM on August 7, 2017, at the King William County Financial Services Department. Interested contractors must carefully follow all proposal instructions and specifications, and any questions should be directed to Beth Dandridge at the Financial Services Office by phone at (804) 769-4965 or via email. The county reserves the right to accept or reject any proposals, in whole or part, and to waive informalities in the bidding process.
While the procurement document does not explicitly mention set-aside designations or specific restrictions on respondent types, it indicates an open competitive sealed proposal process. No incumbent vendor information or existing technological infrastructure requirements are detailed in the provided documentation. The RFP does not specify a precise budget range or award value for the reassessment project. Potential bidders are expected to be qualified contractors with expertise in property appraisal, sales studies, and comprehensive reassessment methodologies. The scope of work suggests a significant professional services engagement requiring advanced understanding of real property valuation techniques and compliance with Virginia state regulations. Contractors will need to demonstrate technical capability to conduct a thorough countywide property reassessment that meets legal standards and provides accurate fair market valuations as of the specified date.
