About this opportunity

The General Services Administration is soliciting Phase I technical proposals for Construction Manager as Constructor (CMc) services for the 1800 Forward project, a comprehensive renovation of the historic GSA headquarters building at 1800 F Street NW, Washington, DC, with Phase I proposals due August 28, 2026 at 11:00 a.m. EST. This is a negotiated (FAR Part 15) acquisition with best-value tradeoff methodology in which all non-price factors combined are significantly more important than price. Phase II will require submission of a Project Labor Agreement (PLA) price proposal as mandatory; offerors that do not submit PLA pricing are ineligible for award.

The scope encompasses renovation of Wings 0 and 3 (currently unrenovated and unoccupied), tenant improvements in Wings 1, 2, and 4, building envelope repairs including masonry and window restoration, courtyard reactivation through raised plazas and canopy enclosures, and preservation of the building's 1986 National Register of Historic Places designation. The project will enable General Services Administration and the U.S. Office of Personnel Management to co-locate as shared tenants.

The estimated total contract price ranges between $275 million and $325 million. Contract performance runs from February 1, 2027 through November 30, 2028, with a mandatory notice to proceed. Phase I evaluation focuses on Key Personnel qualifications, Past Performance on similar projects, and Prior Technical Experience. Factor 4 (Management and Technical Approach) will be significantly more important than other non-price factors in Phase II. The procurement includes a 50 percent shared savings provision, Davis-Bacon wage requirements, Buy American construction material provisions, and requires large business offerors to submit a Small Business Utilization Plan.

A pre-proposal conference is scheduled for August 11, 2026 at 11:00 a.m. at 1800 F Street. Phase II proposals will be solicited around November 2026; oral presentations before the source selection panel will be required during Phase II, limited to 60 minutes plus up to 30 minutes for questions. Additional requirements include performance and payment bonds, GSA Form 527, GAAP-certified accounting system, and proprietary information agreements with designated advisory firms.

236220 - Commercial and Institutional Building Construction. 1800F was listed on the National Register of Historic Places in 1986, recognizing its architectural and federal government significance. The project seeks to transform the historic building from a series of incremental renovations into a long-term, adaptable federal asset that will provide the opportunity for two agencies, GSA and the U.S. Office of Personnel Management (OPM), to co-locate and reimagine what is possible in a shared headquarters. The primary objective is to complete the reimagination, enhance building performance, and ensure the space can adapt to future workforce and multi-tenant requirements. This project will set a new standard for a modern, adaptable federal workplace. The project will focus on the renovation of Wings 0 and 3, which remain unrenovated and unoccupied due to their deteriorated condition, tenant improvement renovations in the modernized Wings 1, 2, & 4, building envelope repairs including masonry, windows and roofs, and reactivation of the building courtyards through the addition of raised courtyard plazas and canopy enclosures. The project aims to restore the building to full operational use and preserve the architectural integrity of this landmark historic facility.
