About this opportunity
Montgomery County, Maryland is requesting proposals for classification plan and compensation program evaluation and upgrades under RFP #1194842, with proposals due December 4, 2026. The solicitation will be issued through BidNet's Maryland Purchasing Group platform, which requires free vendor registration.

Deliverables include conducting informational sessions for managers, leaders, and employee groups; reviewing and collecting existing job classifications and incumbent job descriptions; leading and supporting employee and management interviews to gather operational insights; documenting and assessing work requirements and performed duties; conducting comprehensive analysis of work-based knowledge, skills, and capabilities in comparison to similarly situated public sector organizations; and jointly reviewing educational, certification, and licensing requirements to develop clear and attainable alternative or experiential pathways for minimum qualifications.
The County will prioritize study phases by job family and intends this as an active partnership in which the contractor functions as a subject-matter resource rather than a solo analyst. No estimated contract value, contract term, evaluation criteria, or incumbent information is disclosed in the solicitation notice.
