About this opportunity

Montgomery County is seeking proposals for RFP #1177604, a Behavioral Health Psychoeducation and Referral Program to be issued through BidNet's Maryland Purchasing Group. The county aims to contract with a qualified vendor to provide psychoeducational groups targeting youth participants, their families, and the broader community. The program must deliver comprehensive services including screening, crisis intervention referrals, and mental health and substance use service connections for a minimum of 25 youths and their families annually. Proposals will be accepted electronically through the BidNet platform, with registration required prior to submission. The solicitation was posted on April 9, 2025, with proposals due by May 9, 2025. Vendors must register on the platform using the "Limited" option, with support available through BidNet Direct's Support Department at 800-835-4603. The county will evaluate and award the contract based on the criteria outlined in Section D of the solicitation, with the intention of selecting the most qualified vendor.

The solicitation does not explicitly outline specific set-aside designations or restrictions for disadvantaged enterprises. The total estimated fiscal year 26 compensation for the contract is approximately $74,475, though the county emphasizes that this is an estimate and makes no guarantee of a specific compensation amount. Funding is subject to county appropriation and encumbrance, with the potential for contract expansion if additional funds become available. The county reserves the right to add services via contract amendment if additional funding is appropriated. Vendors should note that all compensation is contingent upon the county's ability to fund the program, and while the current estimated budget is $74,475, there is flexibility for potential expansion based on future funding. The solicitation indicates that one contract will be awarded to the most qualified vendor, suggesting a competitive selection process focused on comprehensive service delivery and program effectiveness.
