About this opportunity
Montgomery County, Maryland is seeking a Request for Proposals (RFP #1177071) for Substance Use Disorders Outpatient Treatment Services, specifically targeting early intervention and education programs for adolescents. The county aims to procure a licensed provider capable of delivering American Society of Addiction Medicine (ASAM) Level 0.5 and Level 1 treatment services for uninsured or underinsured children and youth under eighteen years old. The selected vendor will provide ethnically and culturally relevant outpatient substance use education and treatment services, with clients potentially being referred through child protective services, Department of Juvenile Services, schools, or self-referrals. The program will serve approximately fifty clients at any given time, with an estimated annual capacity of one hundred clients and their families, offering services potentially in Spanish and other languages. Services will include weekly individual and family therapy, group therapy, motivational enhancement strategies, and substance use education classes, with an anticipated average treatment duration of six months. The solicitation will be issued through BidNet's Maryland Purchasing Group, with proposals due by January 22, 2025, and requires free registration on the electronic bidding platform.
The contract has a total estimated compensation of $346,983.72 for Fiscal Year 26, with funding subject to County Council appropriation. Proposals must include detailed information about any proposed subcontractors, with subcontractors required to be identified, described, and potentially accompanied by Letters of Intent. The county will contract with the lead organization, who will be responsible for subcontractor performance, and all subcontractors are subject to county review and approval. While no specific set-aside designations are mentioned, the RFP emphasizes the need for a licensed, experienced provider capable of delivering culturally relevant services. The county has maintained a similar contract since 2014 and seeks to continue providing these critical substance use treatment and education services. For clients with Medicaid or private insurance, the provider is expected to bill the public mental health system or private insurance accordingly, with county funds supporting administrative infrastructure. The contract allows for potential expansion if additional funding becomes available, though such additional services are not guaranteed.

The County has had a contract in place since 2014, for American Society of Addiction Medicine (ASAM) Level 1 Outpatient Treatment Services for up to six (6) hours per week for children and adolescents and Level 0.5 Early Intervention and Education. This Request for Proposals (RFP) is seeking a licensed provider who can meet ASAM criteria for Level 0.5 and Level 1 for children and youth who are uninsured or underinsured. The resultant contract from the RFP will be provided funds for the purpose of administrative supports for these efforts. For children and youth who have Medicaid or private insurance, the provider should bill the public mental health system or private insurance provider accordingly. The County seeks to award one (1) contract as a result of this RFP to an experienced and qualified licensed entity to provide a program of ethnically and culturally relevant outpatient substance use education and treatment services for children and adolescents (individuals under the age of eighteen - "Clients") and their families in a facility or facilities provided by the Offeror. Clients may be referred by child protective services and/or Department of Juvenile Service (DJS), from a Montgomery County school, or be self-referrals, and some may require services in Spanish or other languages. The youth referred may have private or public health insurance or be uninsured or underinsured. For the purposes of this RFP, "Level I Outpatient Services and 0.5 Education/Early Intervention Services" are defined as an organized nonresidential treatment service or an office practice with addiction professionals and clinicians providing professionally directed alcohol and other drug (AOD) treatment. This treatment occurs in regularly scheduled sessions, totaling less than six (6) hours (Level 1) per week of recovery or motivational enhancement therapies/strategies. Examples include weekly individual therapy and/or family therapy, weekly or twice-weekly group therapy or a combination of the two in association with participation in self-help groups and/or Level 0.5 psychoeducation substance use classes. The County wishes to provide a Level 1 and Level 0.5 ASAM outpatient program of substance use treatment and education services to a static caseload of approximately fifty (50) clients at any one point in time. The average length of treatment for successful Clients is anticipated to be six (6) months, therefore, the dynamic capacity (number treated per year) is estimated to be one hundred (100) Clients and their respective families. The total estimated for Fiscal Year 26 (July 1, 2025 - June 30, 2026) compensation for the contract resulting from this RFP is $346,983.72 for all services. Such additional services are not guaranteed and will only be requested if funds for additional services are appropriated and encumbered by the County. Additional services may be added during negotiations or via a contract amendment to the contract resulting from the solicitation. Offeror's proposals must include specific information on any proposed subcontractors if applicable. Subcontractors and their roles must be identified in the Offeror's proposal, including a description of how services will be delivered.
