About this opportunity
Montgomery County Alcohol Beverage Services (ABS) is seeking a qualified material handling contractor to replace its existing warehouse conveyor system through RFP #1170247, which will be issued via BidNet's Maryland Purchasing Group. The procurement seeks a comprehensive solution to design, install, and maintain a new conveyor belt system for the beer distribution side of operations, with key objectives including improved ergonomics, reduced product breakage, minimized maintenance, and increased operational efficiency. The current system, installed in 2012, requires employees to navigate a challenging two-level pick line with tracks at 44 inches and 12 inches heights, forcing workers to constantly crouch, bend, and twist while loading 800-1,100 cases nightly with average case weights of 25 pounds. Vendors must propose a modernized, automated system that addresses current ergonomic challenges, reduces injury risks, and provides more stable product handling from selection through loading dock transfer. The solicitation was posted on March 10, 2025, with proposals due by April 22, 2025, and interested vendors must register through BidNet Direct (with free registration available by selecting the "Limited" option) or contact their support at 800-835-4603 for assistance.
No specific set-aside designations or enterprise restrictions were explicitly mentioned in the procurement documents. The current system faces significant technological limitations, with some components no longer in production, which creates potential integration challenges for new vendors. The scope suggests a complex material handling solution that will require specialized engineering and implementation expertise in warehouse automation and conveyor system design. While no specific budget range was provided, the procurement implies a substantial investment in modernizing ABS's warehouse infrastructure to improve operational capabilities and employee safety. The contract appears targeted at material handling contractors with demonstrated experience in designing ergonomic, automated warehouse systems specifically suited to beverage distribution environments, with a focus on reducing product damage, minimizing maintenance requirements, and enhancing overall operational efficiency for Montgomery County's alcohol wholesale operations.

The Montgomery County Alcohol Beverage Services (ABS) is the alcohol wholesaler of beer, wine, and spirits for Montgomery County Government and is a major alcoholic beverage wholesaler in the State of Maryland. ABS serves over 1,100 businesses in Montgomery County, Maryland. The current material handling system was installed in 2012, and the County is in search of a firm to design, install and maintain the beer side of the conveyor belt system, which is more modernized, automated and efficient to reduce product breakage, minimize maintenance, and improve employee ergonomics. The present conveyor system is not ergonomically friendly to employees. Employees must travel a 2-level pick line and load cases on two tracks. The top track is approximately 44 inches tall, while the bottom is about 12 inches from the floor. This requires employees to constantly crouch, bend, and twist to load products that weigh an average of 25 pounds. Employees can load between 800 to 1,100 cases a night. This increases the risk of strains, slips, trips, and falls when loading on the lower track. Implementing a new system that allows for more automation will enable ABS to utilize resources and manpower more efficiently and will allow flexibility in terms of manpower needed to operate the system.
A new ergonomically friendly conveyor system that provides a more stable track is crucial. The current system is prone to breakage during the selection process, and cases often suffer damage as they travel to the loading dock. ABS faces repair issues with the current outdated system, as some components are no longer in production or readily available. This results in downtime and delays that affect our employees, our licensees, and county residents. ABS is seeking a qualified material handling contractor to perform the work mentioned below.
