About this opportunity
The Village of Mexico, administering entity for Lake Ontario RE HoldCo, LLC, is requesting proposals for security systems and access controls at Beck's Hotel Redevelopment in Mexico, New York (RFP #11), with sealed proposals due August 18, 2026 at noon and a mandatory walk-through on July 28 from 10:00 a.m. to 12:00 p.m. MWBE participation at 30 percent and SDVOB participation at 6 percent are required, with certification proof and utilization plans mandated.
The scope encompasses entry and access control systems for residential apartment entries and restaurant service areas, security camera infrastructure with rough-in and wiring throughout the building, a restaurant alarm system with sensors and monitoring, and a security access panel for rear building access. The historic hotel, originally constructed in 1851, is being redeveloped into a mixed-use facility with a full-service restaurant and banquet facility on the first floor and six apartment/short-stay suites on the second floor. The fire alarm and security system design must comply with NFPA 72 standards and New York State Education Law Section 7209 requirements regarding licensed engineer and architect seals on construction documents. Proposers must demonstrate compliance with New York State Building Code, ADA accessibility standards, and historic preservation requirements.
Proposals must include total project cost with labor and materials breakdown, equipment and systems descriptions, estimated installation timeline, and contractor qualifications with relevant experience on similar projects. The contractor must carry Workers' Compensation insurance, Commercial General Liability of $2 million aggregate, Business Automobile Liability of $1 million combined single limit, and Professional Liability coverage of $1 million. Award will be made to the most qualified, responsive, and reasonable proposer based on relevant experience, project understanding, staffing approach, cost, MWBE/SDVOB participation goals, schedule, and references. Written questions are due August 18 at noon, with responses shared among all prospective proposers. The project is funded through the Restore NY Communities Initiative administered by Empire State Development. Pre-registration for the mandatory walk-through is required via email to Jamie Hawksby at BecksHotel3302@gmail.com.
