About this opportunity
The City of Hopewell is seeking sealed proposals for a comprehensive Live Fire Training Structure project for the Hopewell Fire Department through RFP #11-26. The procurement involves professional services encompassing architectural design coordination, project management, and complete construction of a new training facility. Specific deliverables include engineered architectural drawings, site planning, permitting support, construction management, and installation oversight with full project delivery through final facility acceptance. Only firms that attended the mandatory pre-proposal conference on October 28, 2025, and are listed in Appendix X of the RFP are eligible to submit proposals. The project is partially funded through VDFP grant resources with a substantial completion date of May 2027 and final facility acceptance scheduled for June 18, 2027. Evaluation criteria will focus on the firm's experience delivering live-fire training structures, VDFP-funded projects, and complex public safety construction projects, with assessment based on experience, technical approach, qualifications, project schedule feasibility, and cost (excluding the building unit purchased directly through Draeger).
While the RFP does not explicitly mention set-aside designations or specific enterprise restrictions, it does impose a strict limitation on proposal eligibility by requiring prior attendance at the October 28, 2025 mandatory conference. The project involves close coordination with Draeger for equipment procurement, suggesting potential technology integration requirements. No specific incumbent vendor is mentioned, and the RFP does not provide a detailed budget range or award value. The project is geographically associated with the City of Hopewell in Virginia, though the contract opportunity document also references Covington City in its jurisdictional details. The procurement emphasizes technical expertise in fire department training facility construction and adherence to Virginia Department of Fire Programs (VDFP) grant requirements, indicating a specialized and complex contracting opportunity with specific performance expectations and timeline constraints.
