About this opportunity

The California Department of Developmental Services is requesting proposals for Board Certified Behavior Analyst (BCBA) staffing services across seven Stabilization Training Assistance Reintegration (STAR) homes, with proposals due October 2, 2026 at 4:00 p.m. PT. This is temporary contingent staffing to fill vacancies, substitute for employees on leave, and supplement permanent civil service positions when staffing levels cannot be maintained internally. Questions are due August 19, 2026.

The DVBE participation requirement is waived but incentivized with sliding-scale scoring adjustments of one to four percent based on DVBE subcontractor participation. Small business preferences of up to five percent are also available. Proposers must demonstrate a minimum of five years' experience in recruitment and placement of professional staff in behavioral health or human services fields, familiarity with California's developmental services system, and experience recruiting and supporting staff in hard-to-recruit locations.

Services are delivered Monday through Friday, 7:00 a.m. to 7:00 p.m., with weekend and virtual services available as requested, at seven locations spanning Northern California, Central Valley, and Southern California regions. Anticipated usage is up to 2,500 hours per calendar year. The contractor bears all recruitment, travel, lodging, and training expenses unless specifically approved by the Department. Compensation is cost-reimbursement based on actual hourly BCBA rates, with overtime at 1.5 times regular pay for hours exceeding eight daily or forty weekly, and two times regular pay for extended shifts, in accordance with state and federal wage laws. Invoices are paid within 45 days of receipt, submitted by the 11th of each month.

The contract term is two years with one one-year renewal option, starting December 1, 2026. Proposals are evaluated on 106 technical points plus 50 interview points and 70 cost points. Insurance requirements include general liability ($1 million per occurrence / $2 million aggregate), workers' compensation, automobile liability ($1 million combined single limit), and professional liability ($1 million per occurrence / $2 million aggregate).
